PREFACE             The feasibility report of "Madenköy (Şirvan-Siirt) Pyritic Copper Ore Deposit" was accomplished as a model feasibility study in connection with one of the activities of a United Nations Development Program (UNDP) titled as "Strengthening the Feasibility Studies Department of the Mineral Research and Exploration Institute of Turkey (Maden Tetkik ve Arama Enstitüsü, "MTA")" coded as TUR/77/002. One of the other activities of this UNDP Project is another model feasibility study which was realized on Deveci (HekimhanMalatya) Iron Ore Deposit". MTA holds the responsibility for all national mineral exploration programmes, carrying them to the technical and economic feasibility stage and thereupon passing them to one of the State Mining Organizations (ie Etibank, Turkish Coal Works, Turkish Iron and Steel Works) or to private enterprises. The main objective of the project is to accelarate the exploitation of the country's mineral deposits, especially those of key importance to the national economy, by providing for the expeditious preparation of mining feasibility study of a uniformly high standards by the MTA. Therefore, the immediate objective of the project has been choosen to provide advanced training and relevant experience to the personnel of the Feasibility Studies Department and thus, in conjunction with related projects, to establish the MTA as an organization capable of carrying out fully integrated programmes of mineral exploration ending with the production of detailed mining feasibility studies of the highest international standard, and in the course of the training operation, to carry out model feasibility studies on certain selected mineral deposits within Turkey. An advanced training programme for a selected technical staff of the MTA was provided by the Outokumpu OY of Finland with respect to an UNDP contract (CON 87/78) between October 1st, 1978- December 3rd, 1981. Two members of Etibank, the owner of the mine, also took part in the training programme. In duration of the project, various experts of the Outokumpu OY participated in the project activities held in Turkey for a total period of 45 man/months and in the meantime Turkish counterparts of the project spent a total period of 36 man/months in Finland in order to improve their practical experiences.
